He wished to photograph people around the world in natural northern light. After finishing some fashion work in Lima, he flew to the remote city of Cuzco, where there was only one flight in and out every week. He stayed for the week of Christmas in 1948. He discovered an old nineteenth-century studio with a stone floor and painted backdrop that was perfect for his needs. He had an assistant bring people in from the streets below. They were mostly from the surrounding countryside. Many had never been photographed before and were visibly shaking with fear before the camera. Penn wrote about this experience of photographing these people in his spare setting. "Taking people away from their natural circumstances and putting them into the studio in front of a camera did not simply isolate them, it transformed them. Sometimes the change was subtle; sometimes it was great enough to be almost shocking. But always there was transformation" (Penn, WORLDS IN A SMALL ROOM, New York, 1974, p. 9).
