Black and White photograph measures 6" x 9", on 10.5" x 13.5" matte, framed under glass to 12" x 15". Undated pre-presidential photograph pictures Hoover and Couch. Harvey Couch (1877-1941) is known as the father of the Arkansas Power and Light Company and helped to mold the Louisiana and Arkansas Railway and the Kansas City Southern Railway into a major transportation system. After the drought of 1930, President Hoover appointed Couch state relief chairman. In 1931, President Hoover appointed Couch to the seven-member board for the President’s newly formed emergency Reconstruction Finance Corporation (RFC). Couch was one of two RFC members who were kept on the board by President Roosevelt; the other was Jesse Jones who later served as FDR's Secretary of Commerce. This photograph may have been taken in the 1920s while Hoover was Secretary of Commerce and Couch's AP&L was building electric transmission lines throughout Arkansas, including hydroelectric development on the Ouachita River.
