Congress convened in York, Pennsylvania for much of early 1778 as the British were occupying Philadelphia. Light creases, loss from seal tear neatly repaired, else fine. Laurens is tough; an ALS with such fine content is quite desirable. From the Henry E. Luhrs Collection. Accompanied by LOA from PSA/DNA.
