This is a set of WWI to WWII German Heid & Roth Restraints. A German patent (Patentschrift 244149) was issued 24 September 1910 to Reinhold Heid and Carl Roth for this design. This design was slightly changed, but the Heid & Roth Nipper was made from 1910-1940's. This set has retained the nickel finish and mechanically is sound. No markings. In Germany these were called "Vorführzange" which translates to "moving forward pliers", or "Schliesszange" which translates to "closing pliers". Also called, "Nippers, Come Along, Restraint, and handcuffs". Measures 5 1/8"x4.75".
