Document states, in full: “In conformity with the provisions of Sections 177 and 179 of the Revised Statutes, and of the Act of Congress approved February 6, 1891, Willard L. Thorp, as Assistant Secretary of State, is hereby authorized and directed to perform the duties of Secretary of State during the absence or sickness of the Secretary of State and the Under Secretary of State.” Signed at the conclusion by Truman. Matted and framed with a photo of Truman waving from a window to an overall size of 17 x 29. In fine, clean condition. Thorp was an economist who worked as an advisor in both domestic and foreign affairs not only to Truman but also to his predecessor, Franklin D. Roosevelt. Under the Truman Administration, Thorp helped develop the Marshall Plan after World War II, and also served as a special adviser on economic matters at the Paris Peace Conference. He resigned in 1952 during Senator Joseph McCarthy’s investigations into alleged Communists in the federal government. Oversized.
