Born in Sheffield, Allen studied at the Sheffield School of Art. He painted in oil, watercolour and tempera and produced many characteristic landscapes of South Yorkshire and North Derbyshire. He visited Ireland for the first time in 1936 with fellow Sheffield artist W. A. Gunn and the Irish landscape, particularly the west coast of Ireland became his new source of inspiration. These paintings proved to be popular and the majority were sold through the Belfast art dealer, Walter Magee. He became a member of the Royal Society of British Artists in 1934 and showed thirty-six works there throughout his career. He also exhibited at the Walker Art Gallery, Liverpool, the Manchester City Art Gallery and the Royal Academy, London, where he showed twenty works over the span of his career. Funeral in Connemara is one such painting, exhibited at the RA in 1937. The painting will be featured in a book on Allen, to be published in 2005.
