The economic uncertainty occasioned by the advent of the Civil War caused widespread hoarding of all U.S. coinage and general mistrust of paper money. One result of these unwelcome financial conditions was a new series of restrictions on the method of ordering and payment for proof coins. Only specie payment was accepted, requiring collectors to buy gold or silver coins from bullion dealers at a steep premium, in order to exchange them at the Mint for proof examples. The old minor charges for proof production and postage remained in effect as well.
