"The Citizen Francisco Molinos, Governor of the Federal District" makes an announcement for the Secretary of State, War, and Navy, listing the Military Manifest of the States of Chihuahua, Sonora, Sinaloa, Coahuila and Texas, Tamaulipas, and New Mexico. The names of Francisco Molinos and Luis Lozano follow the text. The verso includes the official stamps of the Spanish government.
