Secretary of the Navy under Lincoln and Johnson (1802–1878). Civil War–dated partly-printed DS, one page, 7.5 x 10, June 28, 1864. Welles confirms the appointment of John A. Williams as “Ensign in the Navy of the United States,” and orders him to “report to Rear Admiral Building for instruction in Gunnery.” Document bears numerous period notations regarding the appointment. In very good condition, with some show-through from tape repairs to edge separations of both horizontal storage folds, and a few edge chips and creases to top edge.
