World War II-dated DS in Cyrillic, signed “G. Zhukov,” one page, 8.5 x 12.5, circa July 1940. A document entitled (translated) “Order No. 89 to the Troops of Kiev Special Military Okrug,” in part: “Subject: About testing of drivers of the military units of the Okrug. In accordance with the order No 210 of the People's Commissar of Internal Affairs of Ukr. SSR dated VII/6-40, starting from VIII/15-40 there has been an examination of the knowledge of traffic regulations by drivers of motor transports held all over the Ukraine. Drivers of the transport group of the military units are also subject to the test. Therefore, I am ordering Commanders of units and formations to conduct spade-work for the drivers test, and for this purpose, by IX/15-40 to make lists of drivers to be tested. The drivers should take a training course on traffic regulations. The examination will be conducted by boards of experts of the State motor licensing and inspection department of the Ukrainian People's Commissariat of Internal Affairs directly in military units, which are to provide full assistance in the fulfillment of the order.” Signed at the conclusion by Zhukov as general of the army, and countersigned by two other men, “Borisov” the army commissar, and “Tsurkayev,” the chief of staff of the Kiev Special Military Okrug. In very good to fine condition, with scattered creasing and small edge tears.
