<B>[Thomas Jefferson] George R. Clayton: Militia System of Georgia, 1803.</B></I> On February 14, 1803, the U.S. House of Representatives passed the following resolution: "Resolved, That the President of the United States be requested to write to the Executive of each State, urging the importance and indispensable necessity of vigorous exertions, on the part of the State Governments, to carry into effect the militia system adopted by the National Legislature, agreeably to the powers reserved to the States, respectively, by the Constitution of the United States, and in a manner the best calculated to ensure such a degree of military discipline and knowledge of tactics, as will, under the auspices of a benign Providence, render the militia a sure and permanent bulwark of the national defence." The resolution was presented to President Jefferson on February 15, 1803. This lot includes a retained secretarial copy of Jefferson's letter to Governor John Milledge of Georgia dated February 1803, and a "<I>Copy of Notes and observations on different Clauses in the Militia Law of the State of Georgia, with due defference submitted to the consideration of his Excellency Governor John Milledge by the Adjutant General [Jonas Fauche], April 2, 1803.</B></I>" Fauche served as Georgia's Adjutant General from 1795-1806. Milledge was Governor from 1802-1806. Each contemporary copy is in the hand of George R. Clayton<B> </B></I>who was elected Treasurer of the State of Georgia in 1809. He has signed each at the conclusion, "<I>Truly copied from the Original/Geo. R. Clayton/Secty E.D.</B></I>" Comprises: <B>(1) Jefferson's letter to Milledge</B></I>, four pages, 7.5" x 9", stresses "the importance and indispensable necessity of vigorous exercisions on the part of the State Government to carry into effect the Militia system adopted by the national Legislature agreeably to the power reserved to the States respectively by the Constitution of the United States..." <B>(2) Georgia's Adjutant General Fauche's Reaction</B></I>, 34 pages, 7.5" x 9". Fifteen numbered clauses. Minor tear at edge of Jefferson copy and partial separation at folds.
