(1858 - 1928) American army officer and engineer appointed by Theodore Roosevelt to supervise construction of the Panama Canal. A.L.S 1p. 4to. on Headquarters Department of the Columbia, Office of the Chief Engineer, Vancouver Barracks, Washington Territory, Jan. 15, 1883, to General Henry L. Abbot, who would later collaborate with Goethals in planning the design of the Panama Canal. In part:"…With regard to my astronomical report. … I made it out, and turned it over with some other things I had of Capt. Raymonds to Miles, who was instructed to give it to him…I cannot make out another one until I receive my box containing my papers … I find my new position an excellent one, though I have no opportunity for out door work as yet … I regret that my tour at Willet's Point was cut so short, and I wish that I might have remained there for the winter…".
