<B>Full Color Political Cartoon "After the Hold-Up" by Louis Darymple, New York, </B></I><B><I>Puck</B></I></B></I><B>, 1894.</B></I> The cartoon features United States senators Calvin Brice (1890-1896) of Ohio, Charles Faulkner (1887-1899) of West Virginia, Arthur Gorman (1881-1899 & 1903-1906) of Maryland, and John McPherson (1877 - 1895) of New Jersey. It measures 18.5" x 12" (21.25" x 15.25" including the mat). Wear on a center fold, else fine.<BR><BR>The <B>Wilson-Gorman Tariff</B></I> of 1894 slightly reduced the United States tariff rates from the numbers set in the 1890 McKinley tariff. It is named for Congressman William L. Wilson Representative from West Virginia, chair of the U.S. House Ways and Means Committee, and Senator Arthur P. Gorman of Maryland. <BR>Supported by the Democrats, this attempt at tariff reform was important because it imposed an income tax of two percent to make up for revenue that would be lost by tariff reductions. The bill introduced by Wilson and passed by the House would have made significant reforms. However, by the time the bill passed the Senate, it had more than 600 amendments attached that nullified most of the reforms. The "Sugar Trust" in particular made changes that favored it at the expense of the consumer.<BR><BR>President Grover Cleveland, who campaigned on tariff reform and supported Wilson's version of the bill, was devastated that his program had been ruined.
