Freedmen's Bureau. A.D.S. of Surgeon J.W. Lawton of U.S. Volunteers, on printed letterhead of Bureau of Refugees, Freedmen and Abandoned Lands, Sept. 1, 1866. He certifies that he was not provided with quarters for the month of August. This Bureau was organized by the Union Army during the war, to aid slaves in establishing new lives. In addition to providing schools and work for the "Freedmen," this is an indication of an attempt to deal with health issues as well. This was the first entrance of a military organization into civilian life and social welfare. Very fine.
