This page is complete with a funny <I>Maude</B></I> topper strip, in which a baby elephant gets the upper hand on Si, who will be more careful with his pocketbook after this! <I>Happy Hooligan</B></I> was an early pioneering strip in a new art form. It was wildly popular, running from 1900 until 1932. Happy was a classic Irish-born American tramp. This Sunday page is loaded with Happy, who appears in all 12 panels along with his traveling companion Dubb. Artist Frederick Opper is considered the dean of American cartoonists. He was the first American artist to develop the use of speech balloons in a continuing comic strip, and the first to use panels to advance the story line. Opper was a well-known illustrator when he first went to work for William Randolph Hearst, and was the first cartoonist to have a fan following. He gave the new medium a certain prestige, and his creation was so popular that the word "hooligan" gained a foothold in everyday English speech.
