Partly-printed DS as president, one page, 8 x 10, July 5, 1854. President Pierce orders the Secretary of State to “affix the Seal of the United States to a Full power to James A. Peden, Esquire, to negotiate a Treaty for the settlement of claims between the United States and Buenos Ayres.” In very good to fine condition, with horizontal fold through lower portion of Pierce's signature, some scattered faint toning to edges and in folds, small tape repair to right edge, and mounting remnant on reverse.

In his 1854 State of the Union address, Pierce outlined his goals in establishing a treaty with Argentina, including free navigation of the Argentine waterways and rivers, as well as using the occasion to further negotiations with Brazil for use of the Amazon. After the successful negotiation of the referenced treaty, Peden served as America’s representative to Argentina.
