Partly-printed DS as president, one page, 8 x 10.5, March 5, 1855. President Pierce authorizes and directs the Secretary of State to affix "the Seal of the United States to the ratification of the Consular Convention between the United States and the Netherlands, of the 22'd of January last." Signed nicely at the conclusion by Franklin Pierce. In fine condition, with light wrinkling, and a short tear to the top edge. The referenced convention, which regulated the rights, duties, and privileges of U.S. and Dutch consuls in the Netherlands and the United States respectively, was signed at The Hague on January 22, 1855.
