TLS, one page, 8 x 10.5, Navy Department letterhead, December 24, 1917. Roosevelt, as acting Secretary of the Navy, gives a temporary appointment of the rank of Lieutenant to Charles H. Mecum, Superintendant of the Naval Academy. Matted and framed with a portrait of Roosevelt riding in a car, to an overall size of 25.75 x 18.5. In very good condition, with several pencil notations, scattered light soiling, punch holes to top edge, show-through from endorsement on reverse, and heavy horizontal folds. Oversized.
