TLS, two pages, 8 x 10.5, State of New York letterhead, June 14, 1932. Letter to Fred J. Freestone, President of the New York State Association of State Granges. In part: “My purpose in writing you this morning is to enlist your cooperation and that of your organization in a comprehensive work which I am undertaking. Unquestionably, the cost of government – federal, state and local – is greater than the country can safely carry under existing economic conditions. To reduce the cost of government is a difficult task. Taxes grow out of expenditures; expenditures spring from services; services originate in the demands of the people, expressed in the form of laws telling the government what to do. If we are to have lower taxes, we must spend less and consequently curtail governmental services or abandon some of them altogether. That is plain.
As soon as the 1932 budget was completed, I directed that an analysis and study be made, department and function by function, to ascertain precisely the causes for the increase in the cost of the State government during the last decade. I shall discuss the affairs of each department and function by function, to ascertain precisely the causes for the increase in the cost of the State government during the last decade. I shall discuss the affairs of each department in a separate radio address, the first of which was delivered over Station WGY, Schenectady, N.Y., Thursday evening, June 9 at 7:15 daylight-saving time. On succeeding Thursdays, over the same station and at the same hour, I shall discuss other departments during the next three months.” In very good condition, with scattered toning and soiling, punch hole and binder ding to left edge, light pencil remnants to bottom of second page, and a small brush to signature. Pre-certified John Reznikoff/PSA/DNA and RRAuction COA.
