TLS as president, two pages, 7.5 x 10.75, April 20, 1939. Official transmittal letter, in part: "To the Senate of the United States: I transmit herewith a convention between the United States of America and Sweden for the avoidance of double taxation and the establishment of rules of reciprocal administrative assistance in the case of income and other taxation, signed at Washington on March 23, 1939." Blindstamped with a presidential seal in the upper left corner of the first page. Handsomely double-matted and framed with a portrait to an overall size of 28.5 x 17.5. In fine condition. On March 24, 1939, the New York Times reported: 'The State Department announced today that it was negotiating a series of treaties with foreign governments designed 'to relieve American business interests and investors of the burdens of international double taxation. The first treaty was signed today with Sweden. It is intended to prevent Swedes and Americans with investments in both countries from being taxed by both countries on the same investments. It also contains provisions for each country to assist the other in preventing tax evasion.'
