Musser as a "delegate of the United States of America to the Inter-American Conference for the Maintenance of Peace, to be held at Buenos Aires, Argentina, beginning December 1, 1936." Signed at the conclusion by Roosevelt, and countersigned by Secretary of State Cordell Hull. Large beige paper seal remains affixed to left side. In very good to fine condition, with scattered light creasing and toning, and a trimmed left edge.
