In part: “The matter of waiving the physical requirements so that Mr. James Sherwood…may be appointed as a midshipman in the U. S. Naval Reserve, has been given careful consideration. The Navy Department has today notified the Commandant…to accept Mr. Sherwood’s height, 65 1/4 inches, as sufficient for appointment as a midshipman.” In very good condition, with folded bottom and right edge and scattered toning and soiling.
