Partly-printed DS as president, one page, 18 x 17.25, July 24, 1941. President Roosevelt appoints Francis E. Townsend an “Honorary Vice Consul of the Dominican Republic at Seattle, Washington.” Boldly signed at the conclusion by Roosevelt and countersigned by the acting Secretary of State. Matted and framed to an overall size of 25 x 25. In fine condition, with a uniform shade of mild toning and a bit of mild rippling. Uncommon in political appointments. Oversized.

Francis E. Townsend (1867–1960) was an American physician and controversial figure who created a retirement plan know as ‘The Townsend Plan’ during the Great Depression. Partly in response to the Townsend Plan, President Roosevelt created what later became known as Social Security.
