Franklin D. Roosevelt document signed as Acting Secretary of the Navy, dated 31 October 1918. Document promotes Roger E. Heimer to 3rd Lt. of Engineers in the Coast Guard. After President Wilson had a stroke and unable to sign this document, FDR signed instead. Roosevelt's signature is clear and legible and he writes ''acting'' to ''Secretary of the'' and crosses out ''Treasury'' and hand wrote in ''Navy''. Original blindstamped seal intact.
