<B>Franklin D. Roosevelt Typed Letter of State Signed</B></I> "<I>Franklin D. Roosevelt</B></I>" as President and "<I>Cordell Hull</B></I>" as Secretary of State, one page, 10" x 13.75". Washington, April 6, 1943. "<I>To His Excellency/The Constitutional President of the/Republic of Honduras</B></I>" Tiburcio Carias Andino who had become the Honduran leader in 1933, a month before FDR's inauguration. Roosevelt writes to his "<I>Great and Good Friend</B></I>" that the United States "<I>being desirous at this time to testify its good will and friendship for the Republic of Honduras, it is particularly fitting that our two countries should exchange diplomatic representatives with the rank of Ambassador...</B></I>" John Slidell of Louisiana had been commissioned as Minister to Central America in 1853; he declined. It wasn't until this appointment, 30 Ministers and 90 years later, that the United States elevated its diplomatic representation in Honduras from Envoy Extraordinary and Minister Plenipotentiary to Ambassador Extraordinary and Plenipotentiary. John D. Erwin, appointed Minister to Honduras by FDR in 1937, was promoted to Ambassador. FDR notes that "<I>this action will give further testimony to the especially close relations which unite Honduras and the United States in the struggle against the Axis powers and in the defense of this Hemisphere</B></I>." World War II references are rarely found in FDR's letters of state. It's interesting to note that Erwin's annual minister's salary of $10,000 was not raised to the $17,500 ambassador's salary upon his promotion. The letter is worm-eaten in three areas, not near signatures, not materially affecting the text. Gilt-edged paper, lightly foxed. Light rectangular shading at perimeter from prior framing. Dark signature of President Roosevelt. Overall, fine condition.
