Partly-printed DS, one page, 10 x 8, November 17, 1931. As the Governor of New York, Roosevelt certifies "the requisition of the Governor of the State of Massachusetts for the surrender of James S. Gelsholme, Jr., a fugitive from the justice of said last named State, and have issued a warrant for his delivery to John H. Buffum, the agent of said demanding State." Signed at the conclusion in fountain pen by Franklin D. Roosevelt, and countersigned by Samuel Rosenman as counsel for the governor. Lower right retains the original gold foil seal. Double-matted and framed to an overall size of 15.25 x 13.25. In very good to fine condition, with creases and folds to the document, and light dampstaining to the left side of the mat.

Samuel Rosenman was an American lawyer, judge, Democratic Party activist, and presidential speechwriter (1896–1973) who coined the term 'New Deal,' and helped articulate liberal policies during the heyday of the New Deal coalition. He was the first person to hold the position of White House Counsel.
