World War II-dated partly-printed DS as president, one page both sides, 9 x 13.5, February 17, 1944. President Roosevelt pardons Harold J. Quinn who was "convicted in the United States District Court for the Southern District of New York of conspiracy to violate the laws of the United States relating to internal revenue, and on March third, 1941, was sentenced to imprisonment for one year and one day…I, Franklin D. Roosevelt, President of the United States of America…do hereby grant unto the said Harold J. Quinn a full and unconditional pardon." Signed at the conclusion by President Franklin D. Roosevelt and countersigned by Attorney General Francis B. Biddle. The red Department of Justice seal affixed to the lower left remains intact. In very good to fine condition, with light staining and irregular toning. Accompanied by a rolled certificate of qualification from the State of New York’s Executive Department for the Division of State Police, February 16, 1928, stating that Quinn successfully attended and completed the New York State School for Police. The same Harold J. Quinn, prior to his arrest, served as a special Honor Guard to King George VI and Queen Elizabeth when they visited America in 1939.
