Roosevelt</B></I></B></I>",<B> as President,</B></I> one page on White House letterhead, 8 x 10.5 inches, Washington, no date, circa 1944-5 , a "<I>CITATION FOR LEGION OF MERIT Degree of Officer</B></I>" awarded to "<I>Colonel Nikolai Karpovich Rogozin, Red Army, U.S.S.R. For exceptionally meritorious conduct in the performance of outstanding services. I n the offensive southwest of Leningrad, Colonel Rogozin, operating on a decisive sector of the Leningrad front organized and let a break through of the enemy defenses, inflicted considerable losses on the enemy and dove him back several dozen kilometers. His achievements contributed to the freeing of Leningrad from the enemy's barbarous artillery fire and from the blockade.</B></I>" The Legion of Merit was crated by an Act of Congress on July 20, 1842, and made retroactive to September 8, 1939, the day on which Roosevelt proclaimed a state of emergency after the German invasion of Poland. This was the first award to be issued by the United States to foreign citizens. The siege of Leningrad lasted from December 1941 to January 1944 resulting in the deaths of over 700,000 people.
