Official letter to the French Consul in Philadelphia, in part (translated): "I have the honor of enclosing a copy of the proclamation by His Royal Highness the Duke d'Angouleme concerning his moving into Spanish territory. This act…became indispensable for the honor and the safety of France, and also the preservation of social order in Europe. I recommend that great publicity be given to this document…so that the intentions of His Majesty's government may be known."
