Representative from Illinois during the Civil War appointed to a position in Alabama during Reconstruction; he returned to Congress to represent Alabama upon its readmission to the Union (1810–1879). ALS signed “F. W. Kellogg,” one page, lightly-lined, 7.75 x 10.25, congressional letterhead, March 14, 1864. Letter to Secretary of War Edwin M. Stanton. In part: “Major Wilson, Hon. William Kellogg of Ills., and a party of three friends…wish to visit Mt. Vernon & respectfully request a pass or permit to land there.” Also endorsed on the reverse by Alexander Ramsay and Zachariah Chandler. In fine condition, with a trivial stain to the lower right corner.
