US treasurer during the Civil War who is credited with bringing women into the civil service. Two items: fountain pen signature, “F. E. Spinner,” on an off-white 4.25 x 2.75 card; and an ALS signed “F. E. Spinner,” one page, 5 x 7.75, August 7, 1876. In part: “The request therein preferred has been complied with.” Accompanied by the original transmittal envelope addressed by Spinner. In overall very good to fine condition.
