Best known for his service as treasurer of the US during the Civil War. He is credited with bringing women into the civil service. ALS signed “F. E. Spinner,” one page, 5.5 x 9, November 18, 1867. Letter to John White in Chicago. In part: “While approving of these free will offerings, I can’t help but think that Congress should make provision for all the invalids and helpless widows and orphans made so in defense of the Union. This however can only be done by an honest adherence to the nation’s pecuniary as well as moral obligations.” In very good condition, with fragile partial separations along horizontal folds, uniform toning, and a bit of mild soiling. President Lincoln, in his second inaugural address, in 1865, famously called for good treatment of veterans: "to care for him who shall have borne the battle, and for his widow, and his orphan.” The American Civil War produced several veterans' organizations, such as the Grand Army of the Republic.
