For the 1928C notes there are two PMG Gem Uncirculated 66 EPQs, one PMG Gem Uncirculated 65 EPQ, one PMG Choice Uncirculated 64 EPQ note, along with the first note of the changeover pair graded PMG Choice Uncirculated 63.
