It's printed on the normal paper from the regular plates, and is definitely not a Proof or Specimen note, but rather a regularly issued note that was neither overprinted with the serial number and red seal nor signed. It was likely produced as some sort of presentation piece. We sold this note once before, several years ago, with an estimate of $25,000-up. It ran considerably past there in active floor bidding, ending at $34,500. This ranks among the top three $20 Demand Notes in grade, as the colors, and paper quality are exceptional. The note is problem-free save for a scattering of tiny pinholes.
