DS in Spanish, one page, 8.5 x 13, October 2, 1959. Ministerial decree No. 2077, which reads (translated): "The city of Havana has been chosen as the venue for the Annual Convention of the 'American Society of Travel Agents' event to be held from October 17 to 23, 1959, and which will be attended by about 3,000 Travel Agents from the United States of America and other countries, whose meeting is of extraordinary importance for the future tourism of Cuba...In the Ministry of Communications, several petitions have been received requesting that an emission of postage stamps be made to commemorate the referenced event, which, given the proximity of the date on which said convention was made, can not be printed in a timely manner in the customary way for it to circulate in the aforementioned month of October...In accordance with the provisions of Article 59 of the current Postal Regulations, the stamp emissions must be decreed by the President of the Republic, at the proposal of the Minister of Communications...

In use of the faculties that are conferred to me by the Fundamental Law of the Republic and other laws in force, at the proposal of the Minister of Communications and assisted by the Council of Ministers, I resolve, First: Arrange to proceed to make a commemorative stamp, prior authorization, of 12 cents of value, with the objective to commemorate the celebration in the city of Havana of the Annual Convention of the aforementioned 'American Society of Travel Agents,' in the more convenient way and according to the limited time available. Second: The Communications Minister is authorized to adopt the necessary complementary measures to comply with the provisions of this Decree. Given at the Palace of the Presidency, in Havana, on October 2, 1959. ‘Year of Liberation.’" Signed boldly at the conclusion by Castro as Prime Minister, Osvaldo Dorticós Torrado as President, and Enrique Oltuski as Minister of Communications. In fine condition, with a light stain in the left margin. Accompanied by a block of the four commemorative stamps, which were a result of this document.
