Document related to public planning, in part (translated): "I hereby inform you that the Council of Ministers has agreed and I have sanctioned the following By virtue of Law Decree No. 1232 of December 28, 1953, known as the "Decree-Law on the Issuance of Veterans Bonds, Courts And Works,' the President of the Republic was authorized to issue Bonds with the category of national public securities up to the amount of one hundred and forty-five million pesos, which would be used…for the payment of roads, neighborhood roads, purification plants, sewage, aqueducts, pavements and works deviance and urbanism; sports and physical education centers; irrigation works, promotion and development of crops and production of agricultural products; premises for schools and hospitals; real estate acquisitions, construction, repair and rehabilitation of public buildings, as well as other public works—which the President of the Republic listed and described by means of a Decree stating their respective amounts." Signed at the conclusion by Castro as the prime minister, who signs the preceding three pages with his initials, "F. C." Blue seal and ribbon remains affixed below signature.
