(1882 - 1945) Thirty-second President of the United States who instituted the "New Deal" programs and who led the United States through most of World War II. D.D. as Asst. Secretary of the Navy, 1p. 4to., Washington, Apr. 26, 1919, concerning a commendation to be given to Paymaster Ensign Charles F. Shepard who had served aboard the USS LAKE ERIE when she was accidentally rammed and sunk by the USS HAZEL BRANCH off Wales three months earlier. Roosevelt notes that the court of inquiry had commended Shepard for having had the presence of mind to save the vessel's payroll of $6,076, as well as the pay vouchers, cash book, and blank checks before the vessel went down.
