Large document signed by President Woodrow Wilson and Secretary of the Navy Franklin D. Roosevelt, dated 1 August 1919. Flanking the document are the signatures “Woodrow Wilson” and “Franklin D. Roosevelt” in brown ink. The document measures 15.5'' x 19.5'' and contains a large blue United States of America Naval Seal at bottom; it appoints Clark D. Stearns as Captain in the Navy. Light creasing and chipping at the perimeter, and signatures are somewhat faded. Overall in very good condition.
