Typed Letter of State signed ''Franklin D. Roosevelt'' as President and countersigned ''Cordell Hull'' as Secretary of State, elevating the status of American diplomatic representation in Honduras from Minister to Ambassador. Dated 6 April 1943, Roosevelt writes to the Constitutional President of the Republic of Honduras, [Tiburcio Carías Andino]. In full, ''The Government of the United States of America being desirous at this time to testify its good will and friendship for the Republic of Honduras, it is particularly fitting that our two countries should exchange diplomatic representatives with the rank of Ambassador. It is my agreeable duty to inform you that, acting under the authority conferred upon the President by the Congress of the United States, I have made choice of John D. Erwin, a distinguished citizen of the United States, to reside near the Government of Honduras in the quality of Ambassador Extraordinary and Plenipotentiary of the United States of America. This action will give further testimony to the especially close relations which unite Honduras and the United States in the struggle against the Axis powers and in the defense of this Hemisphere. I therefore request Your Excellency to receive him favorably and to give full credence to what he shall say on the part of the United States, and to the assurances which I have charged him to convey to you of the best wishes of this Government for the prosperity of Honduras.
