Rickert of New York ''a Member of the Board of Directors, Federal Prison Industries Inc.'' Signed at the conclusion by Roosevelt, and countersigned by Attorney General Homer S. Cummings. Measures 18.5'' x 16.25''. Light uniform block of toning from previous display, show-through from tape remnants on verso, and a bit of scattered light soiling. The gold foil seal is crisp and intact. Very good condition.
