The attention-grabbing bondage cover featuring the Black Terror and his sidekick, Tim, was created by Elmer Wexler. To add to the allure of this milestone issue, Gerber says it is "scarce", and, sure enough, only four unrestored copies have been certified by CGC to date, the nicest grading at 7.0. CGC notes, "2-inch tear on centerfold." This is a solid mid-grade copy of a hard-to-find key Golden Age book.
