Union general (1817-1893) who was killed in Washington after an accidental shock from a cable car. War-dated printed General Order No. 3, 4.25 x 6.75, dated January 11, 1862, signed at the conclusion, “E. D. Townsend.” Order establishes a new military department in Florida to be known as the Department of Key West, with General J. M. Brannan in command.
