Franklin Roosevelt document signed as Acting Secretary of the Navy. Partially-printed document is dated simply 1916. It attests, ''...That George C. Hoffman has, on board the USS Alabama, attended and successfully completed the prescribed course of instruction for the Naval Training Cruise For Civilians...'' FDR signs, ''Franklin D. Roosevelt'' and adds the word ''Acting'' in his hand before printed ''Secretary''. Single-page document measures 13'' x 9''. Toning, creasing, discreet spots near vignette and a small tear along right edge. Very good.
