This is a very nice blue child's mug in the Late Roman Rosette pattern. It was made by The Westmoreland Specialty Glass Co. of Grapeville, PA and by the McKee Glass Co. of Pittsburgh, PA both circa 1900. The pattern is also known as Late Rosette and as New York. Both of these companies made promotional items and this mug may have been a premium in a box of oatmeal or coffee at that time. They were also known to contain mustards and other condiments. This was to help the glass companies to stay in business during the depression of the 1890's and early 1900's. This mug is 3-1/2" tall and 2-1/4" in diameter plus the handle. The bottom foot ring is 1-7/8" in diameter. There may be some bubbles and straw marks but there are no chips, flakes or cracks.
