Here, Eisenhower writes to his brother, Edgar: ''...I am quite doubtful as to the wisdom of any private group attempting to establish foreign policy for the United States. As you know, the conduct of foreign affairs is by the Constitution the special responsibility of the President...'' Signed ''Ike'' in black ink, letter measures 7'' x 10.25'' on one page with the word ''personal'' written in pencil and two holes punched at top. Near fine.
