Dwight D. Eisenhower typed letter signed as President, dated 23 December 1953 on official ''Personal and Confidential'' White House stationery. Here, Eisenhower writes to his brother Edgar discussing the Bricker Amendment: ''...A year ago I accepted the idea of a proper Amendment to assure that no Treaty can take precedence over our Constitution. The trouble has been that Senator Bricker wants to put in his proposal one important clause that, in my conviction, would completely hamper the ability of the Executive to take care of the world interests of this country. Specifically, I have been ready to agree that no Treaty or Executive Agreement can have any effect if it contravenes the Constitution of the United States. Also, I have been ready to agree that those provisions of any Treaty that deal with the internal affairs of the United States could go into effect only through Act of Congress. These are the two points that seem important to the people who write to me. But I shall never agree to the crippling of the Executive power to the point that we become helpless in world affairs. Senator Bricker has known all along that I would agree to the kind of Amendment I have roughly sketched above...'' Signed ''D.E.'' in black ink. Letter measures 7'' x 10.25'' on one page, with two holes punched at top. Near fine condition.
