Well, here's a copy that is indeed "above fine." In addition to the cover story with a Penguin appearance drawn by Win Mortimer, there's a Boy Commandos story with Curt Swan art as well as a story with that shamus whose first case was <B>Detective</B></I> #1, Slam Bradley. Overstreet 2006 FN 6.0 value = $510; VF 8.0 value = $1,063.
