Clemson authorizing him to collect ""...all the old clothing & stores not worth returning, and likewise the tow Boats mentioned by you...You will pay the Crews of the Public Vessels according to the usual rates; but no soldier should be allowed extra pay as a sailor in the winter except such as are necessarily detained on board a Vessel for his safe keeping or for making the necessary repairs..."".
