(1759 - 1817) Secretary of the Treasury under Madison (1814 - 1816) who advocated a national banking system. Good content A.L.S. as Secretary of the State of Pennsylvania 1p. legal folio, Philadelphia, Feb. 11, 1793 to Albert Gallatin concerning Alexander Hamilton's plans on financing the national debt. He writes that relative to Gallatin's previous inquiry he has ""...consulted the Secretary of the Treasury; and I now inclose you a copy of his communication on the subject..."" Dallas continues by instructing Gallatin to ""...pay particular attention to that part of Mr. Hamilton's letter, which invites a declaration of the Sentiments of the Government, respecting the new Loan Certificates..."" The Jeffersonian faction in Congress at the time had demanded a full report on suspicion that Hamilton was corrupt in his dealings with the loan certificates. Hamilton responded by delivering reports on Feb. 4 and 13, 1793 which completely vindicated the Treasury Secretary. Gallatin and Dallas were both Jeffersonian Republicans, and Gallatin would have a particular interest in the matter as was elected to the Senate on February 23. However, the Federalist controlled Senate would soon challenge Galatians' eligibility citing the fact that he had not been a U.S. citizen long enough to qualify. Indeed Gallatin was qualified to take his seat but after he made a motion requiring Hamilton to make a detailed statement of the Government's finances, the Federalists regarded this as a personal attack and had him removed. One fold partially split, lightly toned, otherwise very good.
