<B>Commodore Henry H. Bell Document Signed,</B></I> 8.25" x 13.5", three pages, November 16, 1863, "<I>U.S. Ship '</B></I>Pensacola<I>' off New Orleans</B></I>". The document is an order to ships in the West Gulf Blockading Squadron enforcing the blockade of Confederate ports to strictly avoid Mexican waters, yet intercept and inspect any suspected blockade runner. Bell has added orders in his own hand instructing "<I>Every official going to the Rio Grande is expected to know exactly the 'local deviation' of his compasses in order to decide with precision the divivding sic line between Mexican & U.S. waters-</B></I>". Henry H. Bell (1808- 1868) was an admiral in the United States Navy during the American Civil War. Bell was appointed a Midshipman 4 August 1823. During the Civil War he served as Fleet-Captain of the under Admiral David Farragut. Promoted to Rear Admiral 25 July 1866, he was drowned when his barge capsized in Osaka Harbor, Japan, 11 January 1868.
